One of the means to achieve this is by making a petition at change.org

The default page, in many an occasion has accessibility issues. One should take 
care to make the petition fully accessible.
The second big task is to get people to sign it.

DGCA would be the correct authority to address it. I amy add here, DGCA is now 
pretty sensitive to disabled needs. This has happend by the positive 
interaction of NGO's with them.

Absolutely correct, we need to have some officials comments. 
 
Request George, Harish & other senior people to guide as how can we have any 
official comment on this topic. 

To list out the names of few airports where the announcement are stopped, will 
request our list members to share their findings during their recent travels, 
with the names of the airports they visited. This will help us to collate the 
data  and move one step further.

i think mr george has asked a pertinant question. before taking any
immediate action it must be established whether all airports r doing
this with all airlines following the same policy. i have no legal
knowledge but i still think it must be varified whether this new norm
or system is an official mandate or some general theory of particular
staff members at the airport.
i'm not doubting the news, but i'm slightly reluctant to believe that
announcements would be entirely banned in the name of noise polution.
would it be possible for any1 to insist on some authentic official
source claiming the same??
again, i'm not sure if my concern is vallid. its just a quary because
i think your gonna need the official source to fight the cause in the
1st place.
