unfortunately, the indian constitution should be amended accordingly. then the person with lti or rti may be recognised as a literate person.

same problem created with me.
When I opened the bank account initially I gave LTI for opening the
account. After that slowly my requirements are going to increase. Then
I applied for ATM, cheque book and other facilities which are given to
the normal person.
But the bank manager urged me to sign on the aplication form. I put my
BST pass on the signature line by the help of their staff and simply
sign below the edge of BST pass. No need to use sign gard. Ones you
practise yourselves you will be definately succeed in it.
