Yes! you can say like this. It is a machine, in which at the 1st time you have to register your fingers 3 time, and then, soon after, you can punch after entering and exiting from the office. We can also call it punching machine. It is not only in centrel government offices, but, also in samy Government officess, like, colleges &, schools.
