Yes, we should immideatly write to the appropriate authorities to give this card optional status. The circular is not clear, at one hand it require railway consession certificate for making this card, on the other hand they are not accepting the certificate anymore for booking the ticket. Mean you need railway consession certificate just to avail the ID card! So it is arbitrary.
