The question is that, whether a person having 70% visual impairment
can be called a blind person? Mean is he covered  by the definition of
blindness given under Sec 2(b) of PWD Act. If yes, how can we proov
that 70% visual loss is equivalent to the parameter given under that
section?
I have filed a special leave petition in Supreme Court where I have to
proov that having 70% visual impairement I am covered by the
definition of blindness, hence I should be allowed to avail the
facility of the scribe in the public services examination. Wherein I
was denyed to appear in the examination on the same basis that I am
not eligible to avail the facility of scribe as you are not blind,
only those candidate can be considered blind who have 100% blindness.
