well, apart from the definition of blindness and the percentage of visual accuity, and category of low vision, you also have to remember that to be covered under pwd, it is imperitive that the extent of disability must necessarily be 40% or more. 70% vision means only 30% of vision loss. the facilities and accomodations would be hard to seek unless 40% of disability criteria is fulfilled.
