The question is whether we get the people that we want to have for the discussion in the room. A formal meeting session at an IETF meeting has a stronger draw. We usually have much serendipity in having the right people around. Occasionally, pushing discussions into interim meetings can be beneficial; e.g., if we need more guest-like appearances (from people who wouldn’t be as inclined to pay meeting fees). Periodic interim meetings are also good for tracking progress and deciding little things.
