That's why I've opened this. There is only one relevant option, "PCI Express
Power management" with the description "Enables or disables a feature that
automatically adjusts power management when there is no PCI Express activity.
Normally, it is not necessary to change this setting."

Whether it's enabled or disabled, Linux shows the dmesg output from #1.
