If you have passed the pcie_aspm=force to the kernel command line, the
following error message won't prevent you from enabling ASPM:
[    0.227213] ACPI FADT declares the system doesn't support PCIe ASPM, so
disable it
[    0.323311] acpi PNP0A08:00: ACPI _OSC control for PCIe not granted,
disabling ASPM
As pcie_no_aspm() called after such error messages should be no-op for
pcie_aspm=force.
