I'm on Arch 3.16.3 here. None of the 3.16 releases have made any difference
here.

The report on Ubuntu power button working came from a query I made on the
SurfaceLinux subreddit:

However I really have failed to extract any details from the ubuntu crowd other
than "it works". So I still wonder how accurate that reporting is (does it work
to shutdown and resume? just shutdown? no details were ever forthcoming... that
was just one of many queries I made in researching this).

However, here's an interesting commit that makes me wonder if Ubuntu may in
fact be working simple due to compile options, related to that documentation
you found: https://lkml.org/lkml/2014/3/27/252

I'm wondering if that commit relates specifically to our issue.
