It could also be that the watchdog hardware does not reset the system. I've
seen it few times. We can verify that by switching to iTCO_wdt instead (uses
the same hardware directly). Could you try the same echo command but with this
configuration instead:

  CONFIG_WDAT_WDT=n
  CONFIG_ITCO_WDT=y
