In Word, I can see its a template or layout or something graphic, and I can tell theres some code behind it, but I cant seem to access all that code and have no idea how to create it.
Not sure why you'd look at the file in Word? It sounds like when you did that it tried to translate the HTML in the A4D file and attempted to display something resembling a web page. If I've misunderstood what you are saying please accept my apologies.
If you open the file with a text editor you can see the markup and the code. You didn't say what platform you are on, but you can use the native text editors: Notepad on Windows, and TextEdit on MacOS X. If you have trouble opening the file rename it with a .txt extension.
Dreamweaver can be configured to edit Active4D files. The configuration documention can be downloaded at http://www.aparajitaworld.com/site/products/Active4D/downloads/latest/index.html.
