When the primary web server serves a page, all the image URL's in that page point to the IP address on Workstation Nº 2 which houses a folder containing the images for the Workstation Nº 1 site. This folder is located in Workstation Nº 2's 'WebDecoy' folder so that they are served directly without being passed to the Active4D handlers running on that Workstation.

I don't know why your images are having problems under heavy load, other than to say that 4D's web server is not exactly perfect, especially on Client. I would recommend putting apache in front of 4D and serving static content directly through apache.
