I have looked at your docu and found that there should be the hex value of US ascci. Then I looked at the result of your functions in my other apps for the special chars and found the ISO 8859-1 Latin Alphabet 1 in the Web. I told them the Hex values for the ä,ü,ö,ß. So If they find in their PHP world no tools to do that, they are able to do it themselves.
If they are using PHP, they should use urlencode or rawurlencode to encode the query parameters.
