Sounds like you've already put a lot of work in, hardly "starting out".
Sorry I wasn't trying to be condescending earlier, I've just seen people get
in a mess by approaching this from the wrong way but it sounds like you've
put a lot of thought into this.

I would say the systems you mention would be a good start as domain
controllers. The only thing you don't mention that I'd worry about while
buying the hardware - and to be honest I'm guessing you've already covered
this and just not wrote it up here - is backup devices for the servers. For
everything else you can take the base system as a good starting point and
use performance monitor to figure out if memory requirements are a bit slim,
or how much headroom you have for extras if you were hoping to sneak any
file or print stuff onto the boxes as well.
