This basically allocates 3GB to User mode apps and 1GB to Kernel. By default this would be 2GB / 2GB. So without the switch the Store.exe will run out of RAM sooner even if there is additional memory available, since it is not allocated to user mode apps. If Store.exe runs out of addressable space, you would have to restart the service. So without it...you would not be getting the additional RAM for Exchange.
