Ernesto, Help me to understand what you're doing. You say that 'After defining it at the domain level' you go back and change the settings on each container.
What container are you changing settings on and what settings are you changing? The reason that I'm asking is because the Lockout policies can ONLY be set at the Domain level (Default domain policy [nor recommended] or a policy linked to the domain level for these types of changes).
