I think it's likely.  IIS 6.0 would be a great platform for an embedded webserver.  It's a lot harder to compromise firmware......  (though, not impossible... just harder)

You are correct.  But, there are two issues with this line of thought from the standpoint of what the poster was looking to get - which, sadly, he won't.
 
1.  Web Server Edition (at least as I write now - they changed the name 5 times - they might change this too, but I doubt it) will not be generally available as a separate SKU item.  IOW, you will have to purchase it with a system.  The wisdom of this, IMHO, is questionable - though fact.
 
2.  It is cheaper - because it doesn't do much else other than web services.  But - it still is IIS 6.0 on Windows Server 2003.  It's not going to allow you to drop it on any OS that you want.
