I found that if I remove the account whose profile I can't delete from the local Administrators group, I can then log in with the builtin administrator account and delete the profile. I can then add the account back into the local Administrators group.

MS has released a few debug dlls as a hotfix Q321300 that will allow you to identify what app may have a handle on the registry but I cant seem to find the article. You can use the debug dlls and download dbgview from www.sysinternals.com to find out what app may be causing the problem. You run the dbgview client on a workstation and run dbgview on another system. Have the client logon and logoff and debugview will show you what app has an open handle and it will show the registry key that it has open.
