What you're looking for is any log items from the IE Maintenance extension as it tries to process the policy during user logon. Things to check:   -- Make sure you don't have any local GPO IE settings defined. Highly unlikely but worth checking. -- Enable verbose userenv.log logging to see if you can get a clue as to why this is happening.
