There are some know issues, and I believe there is a Q article on MS's site that list all the password lockout issues with Windows 200x and older clients.
Have you put the DS Client on the 98 boxes? Make sure you get the latest version. Seems that if a windows 98 machines hits a Active Directory DC for authentication, it will lockout the machine.
