That's a known issue, but I can't remember what's known about it ;) Seriously, I believe its an issue with the network password hash algorythm used - something like NTLM v2 is used by default, which 9x client's can't do without the ADClient.
It also could be related to the setting for client/server packet signing - but I seem to remember it was the NTLM issue.
