When are you planning on increasing the functional levels of the domain and the forest? There are several features of Windows 2003 AD that you do not get even if you've upgraded the DCs unless you also bump up the functional levels.
When you bump the forest functional level, I believe there will be a PAS expansion at that point since I recall there being some settings that are deferred until then.
