We just went through an extended evaluation and decided on Control-M from
BMC. 
 
Other packages we looked at are Tivoli Worlkload Scheduler and Computer
Associates' Autosys.  All will do what you want.  There are other,
less-well-known packages as well.
 
Warning: they're not cheap.

OK, am looking for a software package that would allow me to create and
schedule jobs using Perl, and that has versions for both Windows 2000 and
Unix. I seem to be having difficulties with both requirements :-)
