It is a low cost solution, but it is a bit work to install.

Well, it is not perfect, but i suggest, you could manage this with
cygwin and cron which is ported to cygwin, too. But I'm not sure, if
it is easy to start windows applications from cygwin environment. On
the other side, you could try to port your unix applications to cygwin
and run them from the cygwin-box on NT 5.
