If one goes for overkill and looks for something that handles many 
different languages including perl and is customizable, why not go for 
$0/license for as many as you want? I know two that run on all platforms.
xemacs ( http://xemacs.org/ ) and emacs ( 
http://www.gnu.org/software/emacs/ ). i prefer x. the biggest initial 
difference is which side of the screen the scroll bar is on, but even that 
is customizable. 

I believe Perl is one of the default languages it can compile and evaluate 
within  itself. I could be wrong.
 
i know it has a visual debugger if that is what you want, and i've found 
it all to be very intuitive.

they were one for a long time then split when two paths could be taken for 
future advancement. like i said, i prefer x, but that's just me.
