For Windows, all these solutions require that you install something on the remote computer - it has no remote command server built-in. However, Windows DOES have a remote admin pipe, but no tools to send commands over this pipe. Enter Mark Russinovich. Mark is a Windows Guru and author. He makes a habit of filling in holes like these, and making them available for free over at www.sysinternals.com. His tool for executing commands remotely without installing anything is called psexec. You can download it at http://www.sysinternals.com/Utilities/PsExec.html. This tool works great, as do all the tools at this site. In addition, he has lots of good reading here, too.
