Sure it is. You can go to a command prompt and type "ipconfig" to view your IP address. You should then have your family members point to http://youripaddress to access your home computer as a webserver.
There are a number of companies that do dynamic IP domain name services. The way it works is that you run a small program on your machine as a service and when you sign on, your ip address is automatically sent to a DNS server that will update your IP address in the record for your domain name. It costs around $50/year plus your domain name. It works for both dial up and always-on connections. I believe tzo.com is one of the bigger companies doing this.
