It's telling you the problem. Creating an instance of the component is
failing. Either the component is not installed, or it was a demo version
and has timed out.
Seeing as you said it worked on the old server, I'm assuming this Windows
2000
Server is new. So, that also leads me to believe that it's just not
installed.
Find the DLL and register it.
