Within our community college system, we offer *vocational and technical
programs & training*. After a recent OCR on-site compliance review, it was
recommended that we add the following language to our non-discrimination
policy:

*"a lack of English language skills will not be a barrier to admission and
participation in the career and technical (vocational) education programs
of the college."*

No further guidance was provided in terms of who determines thresholds, or
what this might mean in terms of competencies -- and we're thinking about
the distinctions between developmental programs vs. health care and nursing.

Does your institution have a policy that addresses *language skills* for
students entering into any programs?
