After a recent OCR on-site compliance review, it was recommended that we add the following language to our non-discrimination policy: "a lack of English language skills will not be a barrier to admission and participation in the career and technical (vocational) education programs of the college." No further guidance was provided in terms of who determines thresholds, or what this might mean in terms of competencies -- and we're thinking about the distinctions between developmental programs vs. health care and nursing.
