My office worked with developers to design on-line workbench tools to manage policy process steps, including drafting policies, review/approval of policy by several reviewing groups (Policy Office Advisory Group, Legal Affairs), final publishing of approved policy and the important task of archiving prior versions of policies. This was done on a Drupal (open-source) platform. The first phase of our project included the complete design of our policy website<http://www.policies.utexas.edu/>, a new policy index hierarchy and policy owner dashboard with multiple features. So, I can't really recommend a commercial policy management package, but I absolutely love our on-line process. If you need further info, give me a call.
