We had a similar  experience to the one mentioned by Josh.  We had an external 
hot line, cancelled it about 4 years ago for budgetary reasons, then last year 
we went back to the same vendor for an external hot line.

I currently have no empirical evidence (studies were many years ago), but I 
remember that we examined the issue and , as a result, chose to employ an 
external hotline, precisely for the reason that users were very suspicious of 
the internal one.  We determined it was worth the cost.  Sorry I can't be more 
help.

Good afternoon,

Iowa State University has had a third-party hotline for over 8 years. The cost 
seems high for a service that gets little "business." We are considering 
setting up an internal hotline along the lines of Colorado State University's.  
Before we go ahead with it, I have a couple questions for you:

Do you have any empirical evidence that would indicate that hotline reporters 
would mistrust the anonymity provided through an internal hotline, and 
therefore, be less likely to report?

Do any of you (besides Colorado State) have an internal hotline?
