I run the Internet Culture Policy and Law Program at Cornell,

with ACUPA.  You’re research sounds very interesting, however, and so I hope

I recently led some research (kindly with the assistance of many participants 
on the ACUPA discussion list), of United States higher education institutions 
approach to policy (definitions of policy, the policy cycle, management of 
policy, policy infrastructure, evaluation and review etc).

The research was conducted with Andy Goldblatt (UC-Berkeley) and Nancy Cappell 
(formerly of UCOP) whilst I was a visiting scholar at the University of 
California - Berkeley, and American Council of Education (ACE) in Washington, 
DC. The research is part of a broader project looking at policy in higher 
education institutions in several countries (including the US, Papua New Guinea 
and New Zealand). This broader project is being conducted with Prof. Tracie 
Mafile'o (PNG), Miskus Lapan (PNG) and Sue Thompson (New Zealand).

All of the people interviewed in the United States (and New Zealand; PNG 
interviews will be done in the next 2 weeks when I am in Port Moresby/Madang) 
indicated that they would be interested in the outcomes, particularly those 
arising from the US element of the research.

We committed to sharing these progressively as the research outcomes are 
considered, analysed, published and circulated.

We would be very interested in presenting at the ACUPA conference, particularly 
focussing on policy in the United States (and any key lessons from elsewhere 
with potential transferability to the US).

Right now, I am particularly interested in ethics topics; Title IX and Clery 
Act compliance; federal grant compliance/requirements; accreditation 
requirements; employment policies. Although many policy offices seem to be 
focused on process, ours is also very involved with product.  I know we're not 
alone in this, especially in the review stages, so research techniques would be 
of interest as well.  Of course, since these areas are what I'm interested in,  
I might decide to submit a proposal ... Because that's how I learn.
