I've not completed a Kaizen event on policy development yet (only on hiring
of employees) but that would be a good idea.  If I were determining what to
measure in the policy process, I'd be looking at:

NEW
1) Full cycle (from conception to publishing in the policy library)
2) Length of time it takes for the policy owner from determining a policy
is needed to creating a policy draft (in the template).
3) Days to complete consultation of policy draft with key stakeholders
(this gets fairly long if trying to get on an agenda with our Faculty
Senate for example)
4) Days from the point that the policy enters the formal review cycle (in
my situation, it would be when they turn the policy over to me to prep for
the Policy Advisory Committee) until a decision is made by the PPC
5) Days to post the policy for 30-day review
6) Days to modify the policy based on comments received
7) Days to publish the policy after final draft is received

I could also measure # of days it took to obtain a response to a question
submitted via our policy feedback mechanism.

There would be some variation of the measurements above if completing a
required comprehensive review.

1) Full cycle (from notification that a comp review is required to
publishing in the policy library)
2) Time to provide materials to the policy owner (my office)
3) Time to gather input on the existing policy (from our data, their help
line, through customer contacts, etc.) which would be used to identify
issues with current draft
4) Time for management consideration of changes to their policy and
associated documents (in my organization, there is a heavy emphasis on
reducing burden).  This would be the time to look at thresholds, number of
required approvals, policy scope, etc.
5) Days to modify the policy draft with the information from #3 and #4
above.
6) Days to complete consultation of revised policy with key stakeholders
(this gets fairly long if trying to get on an agenda with our Faculty
Senate for example)
7) Days from the point that the policy enters the formal review cycle (in
my situation, it would be when they turn the policy over to me to prep for
the Policy Advisory Committee) until a decision is made by the PPC
8) Days to post the revised policy for 30-day review
9) Days to modify the policy based on comments received
10) Days to publish the policy after final draft is received
