KU is in the same boat - a community effort. Our policy draft, attached, has 
been developed and will soon begin the vetting process. We're looking to 
implement on August 1, 2015. The word "enforcement" does not appear within our 
draft policy, this is how compliance is addressed:

The success of this policy depends upon the thoughtfulness, consideration and 
cooperation of tobacco users and non-tobacco users.  Leaders and those to whom 
this policy applies share the responsibility for adhering to and enforcing the 
policy.

·         Concerns about tobacco use should be respectfully addressed in the 
moment whenever feasible.

·         Concerns, questions or comments regarding the University's Tobacco 
Free Policy should be referred to the Department of Human Resources.    
Depending upon the nature of the contact, Human Resources may redirect the 
inquiry to an appropriate person, department or organization.
We will spend the spring semester conducting an educational campaign, townhall 
meetings, and open forums. The policy draft will be posted for a 30 day public 
comment period. We're hoping, as the consultant (Ty Patterson) who came to 
campus last spring suggested, that a focused educational campaign that 
effectively communicates the rationale for the cultural change will lay the 
groundwork for successful policy implementation. Given the conversation that I 
had with Bob and others after the potpourri session at the conference, this 
might not be enough.

This is a very interesting subject.  We are fairly consistent in NOT including 
anything extensive or substantial about enforcement in our policies, I suspect 
because enforcement is another area that can be audited, and the climate or 
culture might change in such a way that we want to be more, or less rigorous in 
our enforcement of a particular policy.  Additionally, policies by their nature 
have differing desired levels of enforcement. For instance, financial policies 
are very rigorously enforced, while the pet policy and it's leash provisions, 
while rigorously enforced on central campus, are not such a concern on the 
hundreds of acres of fields that Cornell maintains.

In policies for which the policy owner considers it critical that the policy 
reader know the consequences for non-compliance, we may have a fairly 
non-specific statement such as "Non-compliance with this policy may result in 
discipline, dismissal, or criminal prosecution."

We usually do, however, identify whose responsibility it is to enforce a 
policy, in the "Responsibilities" section and/or the "Contacts" section of our 
policies. In policies that have no specific reference, that responsibility 
falls to the Responsible Executive for that policy.

I'm not surprised that the policy doesn't address enforcement.  I know I am a 
lonely voice on this, but I believe that institutions sometimes use policies 
drive change and figure out enforcement along the way.  At Ohio State, we are 
approaching going tobacco free as a culture change, and giving punishments 
doesn't always facilitate culture change.  We explicitly decided that law 
enforcement officers would not be involved in enforcement - that they would 
better use their time addressing criminal matters.  I believe we set an 
approximate 2-year-long "soft enforcement" time period.

Hello,

Our university adopted a tobacco and smoke free policy in the summer of 2013. 
Unfortunately, the policy does not address enforcement. (Yes, I'm embarrassed 
to admit this.) We say, "It is the shared responsibility of all members of the 
campus community to respect and abide by this policy."

Attitudes toward enforcement are changing and I'd like to know what others are 
doing.  I know there can be a wide gap between what is stated in the policy and 
what is actually happening. Would anyone be willing to share enforcement 
strategies? Fines/tickets? Disciplinary action? Any help would be appreciated.
