At Iowa State University, the IT Services department has established a 
university-wide policy and procedures governing mass emailing ( 
http://www.it.iastate.edu/policies/massemail/ ) as it is a resource issue for 
them, as well as a possible nuisance issue for everybody.

I am interested in E-Mailing Group Policies. More specifically, I am interested 
in policies that address the following issues:

Who can request that campus wide e-mailing groups get created?

Who "owns" the e-mailing groups? The requestor? The institution?

Who can send e-mail to the e-mailing groups?

Who is responsible for managing & maintaining the e-mailing groups?

Are members of the President's Cabinet generally included on all, most or some 
of the e-mailing groups?
