KU has an email policy<http://policy.ku.edu/provost/electronic-mail-policy>
that was developed in ’98 and this policy addresses the use of distribution
lists and communicating broadly to campus. About broadcast email, the policy
states:
Because use of broadcast email places stress on the email system, it is
Lawrence campus policy to use the broadcast function very sparingly. In
addition to the business communications cited above, it is used for messages
from the Chancellor's Office, the Provost's Office, or other offices about
mission-related matters or issues of broad interest to the University
community, and for emergency messages dealing with power outages, street
closings, or other public safety matters. Any request to use broadcast email to
contact students, faculty, or staff, including survey requests, must be
approved in advance and in writing or by email by the Office of the Chancellor
or the Office of the Provost.

The Policy Office is the designee of the Provost and Chancellor offices to
handle the review of requests to use the distribution lists. We maintain a very
narrow interpreatation of mission-related and of broad interest. If we were to
loosen the interpretation, there would be no end to the number of messages that
we would be sending on a daily basis.

John, I am happy to provide more detail if it is helpful.

Thanks,
Amy

We've spent the last year trying to get the attached policy finalized. We are
"living" this way even though it hasn't worked through the final approvals.

I am interested in E-Mailing Group Policies. More specifically, I am interested
in policies that address the following issues:

Who can request that campus wide e-mailing groups get created?

Who “owns” the e-mailing groups? The requestor? The institution?

Who can send e-mail to the e-mailing groups?

Who is responsible for managing & maintaining the e-mailing groups?

Are members of the President’s Cabinet generally included on all, most or some
of the e-mailing groups?

Thanks.
