Amy,

We use SharePoint for just that purpose, and overall have a good experience 
with it. We can cheaply purchase enough space to keep all our in-process 
documents available, manage the version control process, and grant access to 
stakeholders as needed for each chapter.

We are aware that SharePoint has a great deal of functionality that we are NOT 
using, so your colleagues may wish to talk with some super-users to get the 
real scoop on what SharePoint can do. For us, it is a stable and manageable 
environment for collaboration. That, along with an Access database, constitutes 
our policy management technology.

I will say that although many of our stakeholders adapt to the SharePoint 
environment and use it very well, some are resistant and we end up doing the 
uploading ourselves. But overall, it is a very useful tool that promotes the 
sharing of information and expertise. Happy to discuss further as needed.
