That is a HUGE subject but a starting point at Indiana University would be to 
go here:

 and to quote from this policy's "Scope" section: "Please contact the Office of 
the Vice President for International Affairs (OVPIA) early in the process if 
you are unsure whether the activity your unit is considering falls within the 
scope of this policy." which would be my first stop before passing 'Go' as that 
office is very knowledgeable about all things International.

Hi,
Does anyone have a policy on university employees assigned to or working from 
locations abroad? There are labor law, tax law and many other issues associated 
with employing expatriates or foreign nationals outside of the US. All I can 
seem to find are policies on employing foreign nationals in the US, which is 
not what I'm after.
