Thanks Eunice and Joshua (and also Rachel King in a separate email).  I thought 
Red Deer was the Wild West but it looks like we might be reining in the 
academics more than you folks (pun intended). The most recent draft of our 
Course Outline policy requires instructors to post their course outlines on our 
Blackboard learning management system, and we are looking at further policy to 
establish Blackboard standards.

Ohio State doesn't have an LMS policy.  We do have an academic LMS and a 
training for employees LMS, but no policy addressing either or the purchase of 
LMSs.

I'm afraid at Cornell it's the Wild West when it comes to this subject, and we 
don't have such a university-wide policy.  HR definitely manages and upgrades 
the most extensive tool for learning management, which is, as far as I know, 
only for employees.  I believe the academic tools used for student learning are 
"catch-as-catch-can." A lot use Blackboard.
