I was typing my answer and then saw Michele’s, obviating the need for me to 
craft a separate answer. Our systems exactly the same as the University of 
Minnesota’s, and for the same reasons.   Counsel is the entity that accesses 
our (extremely detailed) archives with the most regularity, and the entity that 
doesn’t want them to be public.

Hi Jennifer,
We only provide archives upon request.  We didn't want our customers walking 
around with old policy versions.  Even on our current versions, if they print a 
copy, we have a statement that said  "This was printed on XX/XX/XXXX.  Please 
go to the Policy Library for the most recent version."
