I have successfully used .pst files for archives on network drives for many years without any problems. But you could use a local .pst and copy it to a thumb drive. Requires user action which is unreliable, but it's a viable option nonetheless. A logoff script could prompt the user to do so. A logon script could prompt the user to insert the thumb drive.
Terminal server is a good suggestion but the CALs will probably run about $80/user. You might find a used copy of exchange 2000 for less. Budget might not be the main driver for this, but somehow I got the impression he was not looking for an expensive solution.
