I would suggest if we do a SIG/Professional Organization that some fees be 
charged for members. It's a pretty standard practise.

If the by-laws are such then we would want to reform the organization. 
Since it is going to be important to know the by-laws maybe some one should 
dig them up and post them on the web or to the list.
