If you're building totally from scratch, then you should learn PHP (doing it
myself, too, so maybe we can bounce concepts off each other). Then, you'll
know how complicated it will be for what you want to do with the website and
whether you even need to use something fancier like PHPNuke, PostNuke, etc.
You can't go wrong learning PHP first.
