Just a reminder that being able to preview "with all the effects" is
usually not possible. I know there are screaming NLE systems out there that
make it come close to true, particularly hardware-assisted systems, but I
just tried in on a project I copied from my main editing PC to a Toshiba
Satellite laptop running XP Pro on a P4-3GHz processor, and an external
hard drive. It performed better than my main system, a desktop P4-1.8 GHz,
but did not play all effects in RT. When it didn't it played the underlying
video track, which might make you miss the fact that it skipped a
transition or stack of upper tracks if you aren't watching closely. A
render is the only way to get it all, but that doesn't mean you have to
render continuously. Between what the RT playback can do and the ALT-scrub
you can often do a bunch of stuff before needing to render.

have to do is go to project settings>key frame and rendering> and check the
real time video box and then your able to preview {by pressing enter} the
timeline with all the effect. Now why would anyone want to render their
project if they didn't have to?

that depends on the version of Premiere you are on. In Pro (not sure about
6 and 6.5) you can preview without rendering. It should work automatically
but you can check in projectsettings under video. You can also render a
certain part by adjusting the work area on the timeline and then go into
render> workarea.
