Are you using field rendering? (upper field first, lower field first, or no fields.)

I've seen this cause problems.

These have been some of my experiences.
If someone has had different results, let us know.

If a video is to be played on the web (streamed or downloaded), you shouldn't use
fields.
In your Video settings, choose "No Fields", Dot Pixel Ratio 1.0

If you are going to burn the final animation to VCD, SVCD, or DVD, I wouldn't use
fields either.
Your burning app will usually field render and select the correct .mpg codec
automatically.
At least that's been my experience.
I've burned numerous VCD, SVCD, or DVD's using this method, and they always play on
set top boxes
(assuming, of course, that the set top boxes in question can play these types of
burned media)

If you are exporting directly to tape, then you have lots of combinations to try.
"Upper Field First"
"Lower Field First"
Dot pixel ratio:
1.0 for display on a computer monitor
.9 dot pixel ratio for NTSC
1.0667 dot pixel ratio for PAL

I've stayed away from rendering directly to tape because of all of the setting
problems.
Hopefully, someone here is more familiar with rendering to tape.

I don't know if any of this helps.
When you find out what the problem is/was, let us know.
I, for one, would like to know how it got fixed.
