In most countries the law on this is:

If you film anything or any person FROM public ground, etc from the street 
or sidewalk, you don't need any permission from that person to photograph, 
tape, and distribute. The subject does not have to be on public ground. A 
good example are the paparazis. They photograph or tape and publish from 
public ground a celebrity sunbathing in a private garden and it's totally 
legal.
