This won't solve your problem exactly, but I've found it to be much better to import the pictures into Photoshop, resize them &/or crop them to 720x540 (in NTSC land) and then import that into Premiere. Then you don't have to worry about the aspect ratio at all. I'm still on 6.5 so can't help w/the settings in Pro. I believe there is a way you can bring all of your pictures in as a batch & resize them all at one, but that will be a question for someone else to explain...
