I tried it in different sections of the project with the same result. Other transitions work except this one. I think it is somehow related to the fact that the Cross dissolve icon has a red border around, as if it was some type of warning or indication that something is not right with a particular transition. This red border around the icon is in the effects window where you have the list of video transitions. The border is there before I even drag the clip to the timeline.
